Introduction
Search PHP-Function in PHPs manual.
You can change under Options -> PHP -> PHP Manual
the search url.
Download your languages from php.net and set the local url to display the manual.
You can select the PHP-Function in your editor and make a right-click and you see the "open php manual".

Not working in 7.0.1 on Linux
I've tried on Netbeans 7.0.1 on Ubuntu 11.04 (amd64), and it's not working. Right click > Open PHP Manual does not do anything, and the tab in options is broken.
